The running too slow problem in MP is from a low FPS not from mods. However mods can lower your FPS. what are your computer specs?

My specs suck and I can run the game fine in single player i think it's because i host just myself i have had hosting problems with other games also.

If you have bad PC specs and are running super low settings in-game i think you may want to give up MP and get a new/upgrade your PC. Belive me when i first got GTA the only thing i had was a laptop and on the lowest settings possible i couldn't get past 10FPS. But i waited 2yrs and now look at me i'm making YouTube videos with the settings on high and the dreadful shadows on medium.
