Uninstalled and Re-installed but still not working?

Okay, so I had to uninstall GTA because I deleted a car file (because I didn't back up, well, I learnt my lesson the hard way). I tried to 'fix' but that didn't work so I uninstalled and re-installled and now my GTA won't even run! This is what I get:

Any help would be very appreciated.

(Sorry if this makes me sound like an idiot) If I uninstalled GTA which had LCPDFR on and other mods and re-installed it without adding any mods then the mods wouldn't still be installed would they? So basically, since re-installing I have not installed any mods yet.
