Already had to play on no higher than medium graphics settings without the Low Quality ENB; with it I have to turn everything down and it still plays far from smooth.  I know my graphics card isn't top of the line, but should I really be forced to play on almost minimum graphics for smooth game play?

Yes. This game is very demanding on graphics cards and CPU's. Your graphics card is extremely weak when it comes to gaming capability, so that would be the source of the trouble.

Try downloading Razor Game Booster, Also if you use a Laptop like me;

Buy a Brownie Container, fill it with Ice, Then a Fan, Then Laptop.

N' try taking the main Directory Files that came with the ENB N' see

if that works.
