Select a radio and just let it play in the background when you boot up GTA IV.

Replacing the radio scanner sounds in the game is too difficult and time consuming, there's hundreds of files to look through

You can also use the radio, tune into Independence FM, The Mod installs a few sound files of police scanner radio traffic which sounds really good, And as stated by iconography Harper (lol my bad harper :D), Use sites such as Radioreference.com.

Its not that simple. That won't do anything. You'll need a program called "Spark IV"
