Has anyone come across or have in their possession an SLS Dodge Charger (unmarked/undercover/stealth) preferably 2013/14 model. 

I found a 2014 model but it has no lights unless you use the strobes mod which is a shame because it was exactly what I wanted. 

I attached some of my in game photos of the model I am talking about which also happens to be the same one I want just with the lights this time.

I've already got the one in the photos, it just doesn't have any lights on it unless you use the strobe mod for non els vehicles. For some reason the person who made it (Bravo Actual) made it non els which is wonderful but never put any actually lights on the damn thing   

If I could run ELS vehicles with the RealityIV 2.0 mod, I'd certainly use the one you suggested but since the ELS lights look like pastel colours I can't. And I don't know how to fix that.
