I need to be able to rename them. Custom made ones might also work.
I don't want them to look like any known departments, like NYPD or fictional LCPD.
Non sheriff badge/patch would be better.

Try making it yourself. Simply Google search police badges, go into some photo editing software, erase the previous text, then add your own. There's also this website if you're interested into just adding the text without using a photo editing program.
