Unable to use spark iv or download LCPDFR

I'm having a problem with gta 4, i had a problem with spark iv as it was not opening, it would pop up with an error message, so i went ahead and deleted gta 4 and after i deleted one folder would not delete, it was LCPD First Response, it had deleted all of the contents but left the empty folder locked. I went ahead and reinstalled iv and tried installing lcpdfr, but it said error. so i tried using lcpdfr 1.0a install and using delete lcpdfr and it did, but the same folder remains in the directory. Help?

What did the error message say? Try using openiv. I personally like that one better. Make sure you run it as admin too.

Its not just with spark iv its with pretty much everything, i can't even install lcpdfr, the message is the same message you get if theres an error in spark iv, unhandeled exception has occurred and its saying about the LCPD First Response folder and i have no clue how to get rid of it.
