Need Help Installing LCPDFR 1.0b

Alright.  Running an integrity check revealed 8 corrupted files.  Those files were restored.  I can now get into the game (I'm only two missions in so I spawn in the apartment in Hove Beach).  When I spawn, in the top left hand corner it displays "Error in script 'LCPDFR_Loader.Loader'!, which it has done previously before.  Any ideas?

Did you put the file "LCPDFR Loader.net.dll" (might miss the extension on your system, name is the same though) into the main directory of the game by accident? So in "C:Program Files (x86)SteamsteamappscommonGrand Theft Auto IVGTAIV"? It only has to be placed in "C:Program Files (x86)SteamsteamappscommonGrand Theft Auto IVGTAIVscripts". Please check that.

That file is already located in the scripts folder.  Not in the main directory.

Scratch that.  I had two of those files.  One in the main directory, and one under scripts.  I removed the one under the main directory, and I can now activate LCPDFR while in game.

 

I had a quick question though.  I'm getting a ticking-like noise coming from my speakers whenever dispatch, or officer speaks.  Is there a way to fix this?  I don't know how to describe the sound, other than it's like a low ticking noise that occurs every other second while dispatch is talking.
