If I understand what you're asking, I don't believe so.

 

However, you could download a slicktop vehicle, or even a full marked lightbar version (and make the lightbar transparent) and then yourself or get a texture artist to change the unit number to the BU5406 you're looking for. 

 

You can either find yourself a slicktop CVPI or search for the specifically created RCMP vehicles.

I've recently made tons of RCMP skins for a wide range of vehicles, strictly personal use that is. I maybe able to help you out. Id just have to edit one of my CVI skins for what you ask, not a big deal :)

On a side note there is a few slicktop models to choose from out there.
