My guess is that you haven't selected the lightbar.

1st, got to Select, then Quadr

2nd, While holding right click drag your mouse across the whole lightbar

3rd, go to modify, then move 

4th, Make sure Selected mode is on (bottom right corner) (Can be activated with spacebar or by clicking)

5th, Select the axis you want to move the bar on. (XYZ) (X: Side to Side, Y: Up, Down, Z: Backwards, Forward)
