Reinstalled and can't change graphics?

So I got a mod but I messed up the folders a little bit (:D), thus I uninstalled it. However, I reinstalled it and I cannot change the graphic setting. Now it is set with absolute 0/min. settings and I can't change it. Help?! I have changed the GTA IV folder settings from Read-Only and turned this off however every time I do that, I check its properties and it is still set.

 

It says I have 2044mb system memory, only 244 is used and apparently this is too much. I think it might be something to do with the new 4GB DDRM graphics card I installed today.
