Then disable your anti-virus. That's obviously the issue here. What anti-virus do you use?

Avast or AVG are good, free alternatives to the crapware that is Norton antivirus :) 

Read the Norton manual to find out how you can. It's not easy, let me say that. Because Norton has a tendency to take over your computer. Like a virus, funny eh?

when i go to move the dll it wont let me it says try again

this is what i get too i crossed an icon out because it had  my name right there

and when i scan the manual install folder with norton it says no threats found -_-

Looks like norton already moved it for you, as in deleted it. 

Just get rid of Norton honestly. More trouble than its worth.
