Where did you buy GTA IV from? It would only say insert a disc if you bought a disc copy...

EDIT: Could you also post a screenshot of your GTA IV directory?

I bought only a key (not gta 4 eflc cd dvd discs)(dealer who sold me the key is the official publisher)

http://www.1csc.ru/games/996-grand-theft-auto-iv

their site

My Gta IV eflc folder (Dealer gave me a copy of the original .iso)

When I pressed first time Launch EFLC, it asked me to wirte the key I've got! I've wrote key. It said  key succesfully activated. Then I noticed this window

I correctly entered my email (which I registred on rgsc site)It started to login.

Then...

-snip-

I suggest you contact the dealer. It seems a bit dodgy at the moment and seems as if you got ripped off :(
