Hi, I would suggest you update GTAIV to the latest version (1.0.7.0)

You will also need an ASI loader, but if you update to 1.0.7.0, just download LCPDFR 0.90F (choose Auto installation), and it will auto-install the ASI loader for you.

Steps:

1. GTA IV Patch 1.0.7.0: http://support.rockstargames.com/help/rockstar_games/GTAIV_patch_7

2. LCPDFR 0.90F Auto-install: http://uncached.lcpdfr.com/090F-Install.exe

3. LCPDFR 0.90F Hotfix1 (Install the one above FIRST): http://uncached.lcpdfr.com/090FH1-Patch.exe
