Not working police lights when i change car skin

Hello guys, To this morning i was the man with pirate version of the game. But this morning i bought the game and now im very happy. I download this car: '?do=embed' frameborder='0' data-embedContent>> .  How did you see this cars is for ELS. I put the .wtf and .wtd files in vehicles.img and done. I have the cars in game, but here is the problem i have sirens but i dont have lights. I downloaded ELS v7(), and copyed the files in my install folder, but nothing. I click "Ctrl + M" but there is not ELS menu. I click "Backspace" too but again no results. I didnt change the settings of ELS. Please help me to fix my lights and to start my ELS. Sorry for my bad English.

Do you have xlive.dll in your game directory? It's needed to launch ELS (and LCPDFR). Dsound.dll works too and is preffered, but I couldn't see that.

Are you running the game as administrator?

 

Running the game as administrator: Go to the GTA IV folder, right click on GTAIV.exe, Properties, Compatibility and select 'Run this program as administrator', do the same exact thing to the LaunchGTAIV.exe.
