Pulling people over randomly does not work

If you decide to pull someone over randomly, in other words, not a callout. Maybe someone went through a red light or whatever and you want to pull them over. Their vehicle will start the process of pulling over and almost stop but then they take off and keep going. They are not fleeing, because if you get real close to the back of their car it still tells you to exit your vehicle. This is a bug and not a game crash.

 

I was playing last night and had some callouts and one of them was a drunk driver. I noticed that I was able to randomly pull people over after some events took place. If you go into the game and try to pull someone over right away, the bug I described above happens.
