New to GTA modding

Hello. I'm new to modding GTA IV (except to LCPDFR but they make doing that simple) and I'm wondering what software I'll need to install most mods and what are some good mods for the game! I'm looking for a good vehicle mod, siren sound mod, weapon mods, weapon sound mods, and I'm gonna install the ELS v7 (I've had trouble in the past with this mod though). So give me any and all suggestions/advice.

Edit: I'm going to be modding EFLC because that is what LCPD:FR is on right now. Just being specific incase that makes a difference.

I like Spark IV check out some YouTube videos of both and you can choose. Look up HOW TO CHANGE CARS and or SKINS with SparkIV or OpenIV it all depends on what you think is best!!

Same here spark IV is the way to go if your new to modding, its much more simple to add mods!

Use OpenIV for all kinds of mods, except sound mods where you for some reason have to use SparkIV

 

You can import audio files with openIV, you just have to right-click the target file in OpenIV and click Replace and choose the file you want to add!

Thank you the software recommendations! Now what are some good mods to add to the game that are LCPDFR friendly (like running mods at the same time as LCPDFR without the game crashing) and arent performance heavy?
