Hi, whenever I mod a vehicle into GTA IV using OpenIV I do everything correctly rebuild save replace files and close the program then launch gta iv the moddled police vehicles are not there they are always the standard police vehicles never the ones I put in.

Explain the steps you are taking in great detail, then I can figure out what's wrong. Are you sure you are using OpenIV, and not SparkIV? It sounded like SparkIV when you said save and rebuild.

First I would go open OpenIV then I would click the Open button and navigate to the vehicles.img file, ProgramFiles/Steam/Steamapps/common/gtaiv/common/data/ then I would click edit mode and import all the files I am using. Then I would rebuild it save it then exit and launch gta IV and its the original police cars the stock ones but with no light bar...

There is no need to save or rebuild when using OpenIV. Simply drag and drop the files into OpenIV and close the window. Make sure you actually replace, and not for example add new ones as these won't show up in the game. Which models are you trying to replace?

I am trying to replace the police police2 polpatriot and fbi but this is not related but might have a problem with it before this problem whenever i tried to mod a new police car in to replace my old modded police car the old modded police car would stay there no matter what so I deleted the folder off of steam and reintsalled it now this problem has occured and another thing is, one of the Charger's i was modding was police.wft and I already had a cvpi that was taking up the slot for police.wft so I renamed the dodge charger both files to police2.wft but no luck whenever i try to get in the game it runs perfectly fine but the police cars are standard with no light bars... if that made sense haha.

I mean do you have a link for it? It seems like it isn't saving correctly. Are you sure you drag and drop it into OpenIV? Are the files named properly? Proper names would be:

POLICE
POLICE2
NOOSE
NSTOCKADE
PSTOCKADE
FBI

Yes I am ill try to find you the links for it maybe I should use the Import button. But the weird thing is this is the OpenIV that I had found the others said that they need a legit path to the GTA folder and it seems like my GTA is not legit or something like that but I bought it off of Steam the links are : '?do=embed' frameborder='0' data-embedContent>>  this one i renamed to police2      <<< this one i changed to noose. Would it need to be capital im just putting for example police2.wft, police2.wtd

I will try that as I do not have acess to LCPDFR right now or GTA IV can I pm you or just reply to this post in about 30minutes to an hour?

What do you mean? Open IV should find GTA path by itself at the first run. Are you sure that you installed &/or configured Open IV properly?
