Civilians Not Pulling Over When Ordered..

It seems that I have encountered a problem where I cannot initiate traffic stops. Every time I attempt to do so, they pull over to the side as if they were to stop, but as soon as I approach behind them they continue to drive. Is anyone else experiencing this problem? If not, any suggestions? Help would be greatly appreciated as soon as possible.

Having the same issue, and to expand on the detail the Devs will probably need.

 

- With or without forced duty

- Driver will not wait for officer to pull up behind them

- If the officer is close enough and LCPDFR states to exit the vehicle, going as far as the markers to appear where the vehicle was, civilian will still drive off (Strangely you can still interact with the driver through the markers)

- Seems the standard driving AI immediately takes over once the driver has turned off their engine while pulling over, having said civilian immediately turn their engine back on and leaving

- Have dealt with a civilian driving in circles with their blinker on, having to initiate several traffic stops in tanget before they finally pull over, repeating the above issue or beginning a pursuit

 

These issues are from a Steam version of GTA IV with 1.0.7.0, mods used are LCPDFR, ELS 7, and Spotlight
