Can't configure LCPD:FR using .ini file in main GTA IV directory

I am unable to configure the FirstResponse.ini in my GTA directory (Scripts, to be specific) whenever I make changes and attempt to save, it makes me create a new .txt file instead of keeping it's .ini format. Even when I try to save it as a .txt it shows the message "Access Denied." I am able to configure other .ini files in my scripts folder, except for the LCPDFR one. Will I have to re-install? I tried right clicking FirstResponse.ini and clicking "edit" but that did the same thing as double clicking it normally.
