Ok 1st have the P.I.T work lets say when your in for a police chase you could hit f2 then one of the AI cops would come in and do the P.I.T and the car will stall for like 20 sec.

when pulling some one over would be cool that in rare case the driver will pull out a gun and shoot you in the car when you are walking up to the window

SPIKE strips!! be able to call in for spikes a little bit down the road a cop will put down spikes car can try to move out of the way but it cant all ways move in time
