Can you provide some more information please?

Things like which mods do you have installed exactly, what patch of GTA are you using?

 

Just as a guess I would say one of your mods makes you fly, such as a trainer for example. This would mean the key combination in the trainer is using F4 as well. So try disabling that.

    I do have simple trainer, enb, els, and that's about it.
