Nope, legitimate copy purchased on digital library of BEstBuy.com (I used to play all the time with no errors and I stopped for like 3 months, restored PC yesterday morning and this came up last night when I re-installed)

Now when I go to Run LaunchGTAIV as an administrator, the CMD pops up then disappears about 5 seconds later and nothing more after that. lol. sorry for all the problems

No problem :) Is the "run as administrator" flag/box checked under compability settings (Right click > Properties > Compability tab) for GTAIV.exe and LaunchGTAIV.exe?

Download, run and install this from the directory you get when extracting it (http://support.rockstargames.com/hc/en-us/articles/200145406-Grand-Theft-Auto-IV-Patch-7-Title-Update-v-1-0-7-0-English-1-0-6-1-Russian-1-0-5-2-Japanese-). Run as administrator :) Note: Run the .exe file. :)
