What I would recommend doing just to ensure it isn't a conflict of files anywhere is start a brand new install of the game. I know you said you did that once and I know it's a pain but you may have missed something.

1) Uninstall GTA IV. Or ELFC whichever you use. (On steam they come as 2 seperate games)

2) Go back to the GTA IV folder after uninstalling it and delete EVERYTHING in it. The files left behind will be modded files that the uninstaller doesn't recognise, this is why people have reinstall issues usually.

3) Once the GTA directory is empty, reinstall the game clean, with no mods.

4) COPY the GTA directory after it has successfully reinstalled, into a .zip archive. Name it GTA IV BACKUP.zip or similar (you'll love me for this later)*

You are now ready to begin installing mods.

5) Download the LCPDFR 1.0 Automatic installer (or if you prefer the manual which already has the hotfix applied) I choose the automatic because it's easier and doesn't mean you have to go trawling through the website to get an API key for your officer name.

6) Once 1.0 has installed itself you will have all the dependencies needed, go ahead and download the hotfix files and copy them across as it explains to do so. (you can skip this if you used the manual download)

7) TEST the game to ensure lcpdfr works and is running fine.

8) If all is fine now you can go ahead and try other mods.

* Here's why you'll love me, if you really badly mess up editing some files when installing mods, remember spending 30 minutes or so making a .zip copy of your GTA game? Good, that backup is of the original files working fine, just extract them from the .zip into the correct places. Why a .zip you say? it's a zipped archive, in other words it will slightly compress some of the files to save space. By doing this you can revert your game from modded back to riginal in less time than it takes to go through steps 1, 2 and 3 above over and over again.

Hope this helps, if you have any other problems be sure to pop back and ask and one of us on the forum will likely know what to do. :)
