I just want to now if you think that de PH 1.2.1b work with de LCPDFR 1.0a Because i have lot of errors with the PH scripts.

I use them both, and I haven't encountered any errors with either of these scripts. 

Okay...besause for me it's write "start world event crashed" or others things like that... And i don't find how to fix that.

Are you running the game as administrator? That solves a wide variety of issues.

I see, that's not good. Could I see a screenshot of your GTA IV folder please? 

I'm sure that the installation is good because LCPDFR works fine but the PH work partially like road block.

You appear to be using both xlive and dsound, you will have to remove either of these files. Preferably "xlive.dll". 

I can't if i remove Xlive i can't load my save --"

Okay, so remove dsound instead. You can't have both, that is the main point since that will cause crashes.

Quick question here is my log file, have some issues with crashes and where LCPDFR freezes, The game does not freeze but I can not clear myself from a call or use any of the commands. I hope this is the right place to post this question if not please direct me to the right place. Thanks

It's not working =/ always "Start world events Crashed"...

Try and reinstall LCPDFR with the manual installer, since you could be missing some files releated to script loading. 

But it's not the LCPDFR the problem. LCPDFR worfk fine, the problem it's the Police Helper events.

Yes, but the installer comes with files needed to load scripts mods, and some might be outdated. Use the manual installation package and overwrite any files.
