i believe the city worker AI need a little bit of a fixing to be like normal peds because they never stop when you have your sirens on if you pull them over sometimes they will drive off (not in a pursuit) and bug the game, get in the way when pursuing suspects and wont get out of the way, and are the stupidest characters in the game

 

these city worker AI include:

garbage truck driver 

bus driver

 

if anyone knows what i am talking about and know more AI that are like this please add them in the comments.

    IDK, but your best bet is to probably try edit one of the pedestrian data files. Or maybe even the vehicles.ide flags.
