Hoping I can get some Idea to what is going on, I follow the steps from alt+p to going through the station steps and picking a car, at this point things are smooth. I pull someone over or I stop someone on the street and attempt to arrest the subject and I crash every time in single and multiplayer. 

I do have a fresh install of the game and yes it is modified. Running base scripts. If there are any scripts that are conflicting that I dint know about please can you list those below, if there is something I missed all together please let me know. Thanks for you help and happy new year. 

I think I read that arresting during traffic stops is bugged and will occasionally cause the game to crash.  There is a fix in the works.
