Computer Running too slow on MP startup

After i downloaded and installed 1.0, i cannot enter a Multiplayer game, i had no problem with this before 1.0 and i have no problems in my single player with 1.0. every time i try to join a multiplayer game, i enter and pass through the lobby and when it states "starting game" it crashes me out and shows the error "computer running too slow.. " When i start my own multiplayer game, the game works fine and people can join my game without issue, the issue seems to be when i try to join their game, other people can join said game so this seems to be only on my end. PLEASE HELP! Attached is my LCPDFR,AdvancedHook and AdvancedHookINit Logs.

What are your computer specs? Are you running the game as administrator? (Go to the GTA IV folder, right click on GTAIV.exe, Properties, Compatibility and select 'Run this program as administrator', do the same exact thing to the LaunchGTAIV.exe.) What other mods are you using? List them please. Also, which OS (operating system) are you using?

I dont believe Specs are the problem because i have NEVER had a problem with my alienware machine running too slow. and after this issue began i tried turning down my graphics and textures, ect.. i am running the game and Launcher as an admin and i am running windows 7.

 

Mods: FuelScript, Radar, Spotlight, VDH K-9, DAS, ELS7,Sirentool and i have my communities vehicles and Peds.

i took out a few mods once i downloaded 1.0 since it took over what old mods did (ie: policing, ALPR, ect..) but no one in my community has had this issue and they run the same if not more mods with worse hardware. i know it sounds like an easy graphics, hardware issue but it has no problem when i create a game so idk why it would have an issue when i join one

It's to circumvent a less powerful computer, and maybe get the game up and running. You can create a txt file called “commandline.txt” (without quotes) in your main GTA IV installation directory and insert the following lines:

-novblank -norestrictions -percentvidmem 100 -novsync -frameLimit 0 -nomemrestrict
