LCPDFR 1.0 doesn't start

I know other people are having this same issue, but I wanted to make sure that I had everything setup properly.  Initially I used the automatic installer, then uninstalled 1.0 and used the manual install and extracted to the root. It says "Load succesful" upon starting GTAIV, but ALT + P, CTRL + P, or P does not work.  Pressing ` does not bring up the script window. I uninstalled all x64 redistributables in hopes that would work, no avail. The files in the root and subdirectories are set to read only, and when I tried to uncheck the option in the properties window, it would default back to read only after I closed the window and brought it back up.  Didn't have a problem with 0.95 being read only though. I have tried to play multiple times today (12/29).

After following LMS's suggestion to download and install the latest DirectX runtimes, I can now start LCPDFR 1.0. But now the game is crashing when I try to arrest a suspect. At least the first problem is solved :D
