Did you run it as Administrator? Right click => Run as administrator

"FileAccess access"... Really sounds like your GTA folder might be read only (since you already tried running as admin).

Best way to test it, is to install it to your desktop.

Are you trying to install 0.95 or 0.91? If 0.91, leave the username and password blank, don't link your account or it will not work.
