yes its a texture file that most of the time is just a blank png that is 100 percent opacity. Every vehicle model is different so you need to look. Not all vehicle models have this texture "public" to where you can edit it to make tinted windows. I recommend 85 percent opacity when tinting windows !

I look for the file for the windows on the car that I want to tint using SparkIV then export them to my desktop and edit using Paint.NET, make them the desired colour then import them to the vehicle file where I found them.

The windows are often mapped to the texture "vehicle_generic_glasswindows2" (found in vehshare.wtd). You just have to make a copy of that and place it inside the vehicle's .wtd with the opacity changed in an image editor. However, if you want every car's windows to be tinted, then place it in the vehshare.wtd (replacing the old one) instead of the vehicle's .wtd

File size differs, as for every photo, you cant find the texture file by file size, look at the title of the texture as others have recommended you to do so. I am looking at a model of a car that is in the modpack for (the clan i am in ), and the title of the photo is gta_glasswindow2. Remember not all vehicles (as far as i know) have this texture. There is a screenshot below to show you an example of this.
