When ever I try opening it, it shows up but with no back ground or courser. It has disabled me to closing it and to pull people over to check them.

 

Do you mean the vanilla computer or the LCPDFR computer?

Is it a legal copy of the game? Steam/Retail? Are you running the game as administrator? Using the latest patch? What mods are you using? List them please. Could you run the diag tool ('?do=embed' frameborder='0' data-embedContent>>) and post the generated log here?

 

Running the game as administrator: Go to the GTA IV folder, right click on GTAIV.exe, Properties, Compatibility and select 'Run this program as administrator', do the same exact thing to the LaunchGTAIV.exe.

Also, download and extract Scripthook.dll and ScripthookDotNet.asi files to your GTA IV directory. (http://www.hazardx.com/details.php?file=83)

 

Also 2: Are you using ENBs? 

 

I was using a ENB but took it out, But I think its still around in my folder. It's a legal copy and I'm also running as administrator. I'm using the latest patch 0.0.7 or what ever it is for gta iv to work and I'm also using some cars I have done forgot what they are sorry. but this didn't happen until I installed that one enb and I have don't replaced everything and I'm still seeing parts and bits of it here and there.

Then it's most probably the ENB messing things up.

You would have to check what files overwrite what, and then bring the backups back in. 

I did that and it still shows up the launch screen?

Then you need to uninstall the entire game, remove any left over files and install the game again. I'm not sure what all ENB files are, so that's the only advice I can give.
