I'm not normally one to post support requests, but I have no idea why my game is doing this so any help is appreciated. 

 

I recently upgraded my PC with a new processor, motherboard and graphics card. During the upgrade, my Windows was formatted which meant I had to reinstall my games, no biggie. Anyway, after reinstalling GTA IV I decided to run it straight off the bat. I found the in-game graphical settings to be locked, however I let it slide since I figured it was because it was an outdated copy. I then quit the game and installed the 1.0.7.0 patch, only to go in-game and find the settings still locked.

Specs:

GTX 770 4GB

Intel Core i7 4770K @3.50GHz

8GB DDR3 RAM

Windows 7 Home Premium 64BIT

 

If it makes any difference, I run two monitors however the game is setup to play on one, which has a 1920x1080p (60Hz) display.

Does anybody have any clue what's wrong? I've tried running as admin, disabling my second monitor and I've even reinstalled the game. I have no mods whatsoever installed, my game is completely vanilla.

With completely vanilla, does that include commandlines? Because if you aren't using one, I would recommend using:

-norestrictions
