I have made it so that the keys for my ELS are working, however I do not have any light flares or colored textures, my textures are simply white with no flares. If anyone can help me fix this that would be great.

Can you post a screenshot of that? Also, are you using any graphic mods, like ENBs or Timesycs? 

I am not using any ENBs or Timesycs or any sort of graphic enhancer. This is what it looks like:

I found this tutorial (http://www.lcpdfr.com/page/tutorials/index.action/_/texturing-tips-and-tutorials/how-to-change-els-lightbar-colors-r20). Should fit your needs. 

I have looked at the models in Open IV and the textures look right there and all the cars I am using work fine in plain old GTA IV. I have checked the emerglights and emerglights_emis and both are fine, the textures are just white and there are no flares. I think the textures are fine, just no flares are being shown.

It should be possible to change the emittance lights in ELS.ini, not sure if that is the correct option though. What is your gamma/brightness setting? Could be an issue there. 

My brightness is only half.

All, I have looked at all the models in Open IV and the textures all work. I am even using the same models I use in GTA IV, they are just not loading the light flares, I am using the same settings as GTA IV, they just wont work.

Can you open your visualsettings file and find the following line: 

# Other emissive lights  
car.defaultlight.emissive.on xxx

and change it to:

# Other emissive lights  
car.defaultlight.emissive.on 141.50

Play around with those settings. 

I have messed with those settings, and I have re-installed all my car mods, tried to put the ELS in my TBoGT folder, I don't know what else to do, I am just not getting the flares.

Have recently tried some new ideas, no new improvements, if anyone has any ideas on how to fix this problem please tell me, I am getting only white textures (except on light bars) and I have no flashing at all. All the mods I use work fine on regular GTA IV. I am using GTA EFLC 1.1.2.0 Steam version.

perhaps you might want to try the bloom settings in your visual settings?

I have messed around with the bloom, it did nothing for me, and the textures (as far as I know) should have some color to them other than white (they have a vague outline of the color it should be.)

I have fixed the white texture issues, they were caused due to my visualsettings file. I have yet to find a fix for not having any flashes from the lights, I have also been looking around and only once found this issue.
