or what files i need to edit i n order to have darker nights? i do not want any emb or graphics mods, all i want is to have standard gta iv graphics but much darker nights... if anyone has any suggestions i would much appreciate it. thanks!

This one makes the nights dark methinks (http://www.gtainside.com/en/download.php?do=comments&cat=324&id=32410). Or just search for another Timesyc mod.

Timesyc.dat can be edited. That download does that for you. It's a modification (of the game files). If you don't want a mod, you can't do it since you must modify something in the game.

Or, you could lower the brightness during nighttime.
