And you are pressing those exact keys? I can't reproduce the problem sadly.

ok, i reloaded, game at the start screen, i pressed SHIFT F9, and.........it beeped. if i press it now ......IT WONT


When using either of the F buttons (be that F9, F10 or F11) you only need to press that key and no other key simultaneously. 

not true, if i press f9, it does nothing - SHIFT F9, asks for license

Why are you pressing Shift + F9, when you only need to press SHIFT for pulling someone over, and F9 for doing the assigned action. No other key. 

 

Then I ask another question, are you really pressing SHIFT, and not say a button labeled FN. Because, I know for a fact that you do not need to press any other key when doing that.

Then you aren't pressing Shift, more likely a FN button. 

 

When you make a capital letter on your keyboard (A, for example). The button you press to create a capital letter, is that the same you are using when pressing the F9 button?
