I may be full of shit but, try turning the bloom down? I don't know much about ENB Series, I just use them to take screenshots :D

I tried that and it didn't work, but thanks.

There are three options in my head :
1) Reduce bloom amount as stated above.
2) Reduce cars emissive lights value in the visualsettings.dat

3) Try using different enbbloom files.

IV on Patch 1.0.7.0

Try turning your other.emissive down in the visual settings & I think you can turn the intensity value down in the ENB.ini
