if you are using Steam, you press F12. It's saved in a custom directory which steam will link you to. 

If not, you press F2 with clip-capture and take a screenshot there.

I can promise you with almost 100% certainty that while GTA IV is very unstable, it won't just start crashing without some outer input from a user (you). The pain point I am making here is that your computer simply cannot handle the game, it's not good enough.

Try adding this to the commandline.txt (removing all contents beforehand)

-renderquality 0 -shadowdensity 0 -texturequality 0 -viewdistance 0 -detailquality 0 -novblank -norestrictions -width 320 -height 240 -safemode -windowed -percentvidmem 100 -minspecaudio -novsync -renderquality 0 -frameLimit 0 -nomemrestrict

It runs it fine before help I can't run the game and I done that command line it don't work

Then I would recommend you to reinstall your GTA IV. If none of the above fixes are working, that's all I can say. You could try removing VDHPoliceHelper and try it without that though.

No, you won't lose your save data... And even if you did, you can just use the trainer to select a mission.

I have no idea. Just giving a computer name won't really help, and I personally don't like Alienware for various reasons. But by all means, go ahead and try! :)
