Is ELS supposed to be this complicated?

I have to make sure the GTA 4 siren is on, get out of the car, press J, then get back in and ELS will finally turn on. Once Im in the car and I turn the GTA IV siren off and press J, ELS stays on. I have to repeat the process to turn them off. Its pretty annoying. Im on 1070 and I can make a video if that explanation wasnt clear enough.
