I did something similar to this, except JUST my local department, to fit every car model for GTAIV (before the model differences started) including 1 for the Fire Department and a Paramedics Tahoe, took me  FOREVER to accomplish a project that big, 51 textures when it was all said and done, but best of luck to you!

 

@ Grand Matos- it may not be if he has 5 or 6 people doing them, 4 textures per vehicle & you have Police, Police 2, FBI, NoOse & Polpatriot to work with and the bigger ones you could just put whatever vehicles the textures are for in that slot just to take screenshots.
