Well, paint will edit any textures. You may want to download PaintNet or Gimp to have access to more advanced tools. Or buy Photoshop.

Yeah, I like using paint.net and using the template as a base layer, then adding layers on top of that, but change their opacity so you can still see the template. Then, when you are finished, you can flatten it and save it as a png. You'll need openiv or sparkiv to insert the texture file though.

Right I have made a texture and have used sparkiv to insert the texture but when I spawn the car and look through the liveries, it isn't there?

Find the line for the modded vehicle
Add +livery to the very last value.

For example:

police, police, car, POLICE, POLICE, VEH@STD, VEH@STD_RI1, 100, 999, 0.2345, 0.2345, 0.2, 2, 1.0 ,1, ext_requi+ext_strong+livery

Navigate to commondatavehicles.ide

Find the line for the modded vehicle

Add +livery to the very last value.

For example:

And you are sure that you installed it correctly? I prefer to use OpenIV instead of SparkIV btw. 

Yeah I Imported the Texture onto police.wtd then I save and closed
