Game runs in fast forward?

Yesterday after I launched GTA IV, the whole game seems slightly fast-forward.  The player walks noticeably faster than usual, cars speedup/slowdown much faster, and weapons fire rate/reload time is much faster.  All player animations play faster too.  I haven't installed any mods or edited files recently, other than the handling.dat file.  But even after the handling.dat edit, I played the game several times after the edit with no problems.  Does anyone have any idea as to what's happening?

EDIT:

 

I have been running the game as 'offline' when starting R* Social Club, but I just tried running as online and it still happens.

Also, another weird thing, it seems like the game has a black screen and takes a minute or so to load the Play screen with GTA IV or EFLC.  But this only happens when social club is Online (the reason I'm running as offline now)

Are you using the simple native trainer? 

 

Yes I have that installed.  I tried going into time settings and hitting 100% but it doesn't make a difference.

Hmm strange. Is it a legal copy of the game? 

 

Yes, bought it from Gamestop digital download.  However a year or so ago I had been experiencing some problems common with illegal copies...(Drunk cam and car driving out of control)...I just restarted the game and the problems went away.

Are you running the game as administrator? What was the latest mod you installed? Any recent changes to your computer? 

 

Yes, I always run as administrator.  No recent changes to my comp, and last mod I installed was ELS7 and a NYPD ELS pack.  But that was a month or 2 ago.

Had enough time to re-install today...The issue still persists.. . :wallbash:

What can possibly be causing this?

UPDATE:

as mysteriously as this appeared, its gone now...

Did nothing whatsoever that could have possibly affected it, but now its gone.  Back to LCPDFR, I guess :tongue:
