If LCPD:FR has run into an error and doesn't start, I can hail a taxi.

If I didn't even go on duty, can't hail a taxi, if I am on Duty, can't hail a taxi, if I switched back to Niko, can't hail a taxi.

Funny thing is, after using the Pull Over thing, most of the time that also fails after my first or second pull over.So if I can't hail taxis, because you use that to pullover cars, why can't I even pull over things?

LCPDFR uses the "hail taxi script" to pull over vehicles. When you start LCPDFR, the script is automatically disabled and when you go back off duty again the script doesn't start. There's no known workaround on this. However, you could try reloading the scripts in the script console by pressing the tilde key (located above tab) and then typing 'reloadscripts'.

What do you mean barely works? 

It's not that the script is disabled enterily, it's just in use by LCPDFR.

What I mean is that, I'm fine with not using a taxi anymore, but how come after my first pullover of the game, it always stops working and I have to go off duty and then reloadscripts to get the pullover to work again.

It's an unstable game. I can't give you any better answers than that. Your computer may be lacking processing power to run the game with scripts. 

Apperantly I found something.

Upon pulling over, there will say Error in script pullover.pullover or whatever, but then i just gotta chase him ( or commit suicide ) I don't have to reload scripts.
