I recently bought Gta 4 on steam

saw a install video did the extact same . then i starte the game and i twas just regular gta there was no LCPD Mod?

    When you press LeftAlt+P, you will get a blip on your radar to the nearest police station. Just follow the on-screen instructions and you will get to spawn a Officer model and car model!
