I have recently installed LCPDFR for GTA IV on my PC and I've been running into many problems with getting skins to work. I heard that you can use OpenIV or SparkIV to get the skins into the game, but when I open the program up I just get a notepad with a bunch of random code. From what I have seen, it's not the right property you need to use to open the program. Where do I open up SparkIV, or OpenIV?

Download the latest version of OpenIV (http://openiv.com/WebIV/guest.php?get=1). Then you open the installer, run it as administrator (Right-click the exe > Run as administrator). After that is done, open the program and move the files according to the read me that comes with most mods. 

 

Note: Make sure that you do not open the files that you downloaded. You use these files with OpenIV, don't touch them otherwise. Same goes for all files in the GTA IV folder.
