LCPDFR and GTA IV, Not Working At All

I recently installed Grand Theft Auto IV on Steam and installed LCPDFR and put it into the GTA IV folder in the SteamApps folder on my PC. While I tried to play GTA IV on Steam, it kept coming up with an error saying, "SecuLauncher: failed to start application. [2000]" What might be the problem for this and how can I fix it?

Make sure that you are running the game as administrator. Do this by going to the GTA IV folder, right click on GTAIV.exe, Properties, Compatibility and select 'Run this program as administrator', also do the same exact thing to the LaunchGTAIV.exe. On the steam version, GTA IV is installed to this folder:
