If the patch installer didn't come up with any errors than it most likely did. However, your system really is not strong enough to run GTA and LCPDFR. You might be better off not running the mod until you get a chance to upgrade your computer. I probably will stop helping at this point because you really do not have enough Ram, I hate to say. The game may start to crash randomly and I bet you GPU isn't strong enough either. If doing everything on the support page doesn't work, it may be a hardware bottleneck now.

For the patch, you just don't want the files to be still in a zip folder since they're compressed. Like I said, most of this may be a hardware bottleneck now.

Your CPU and RAM are incredibly weak by todays standards, even for laptops, and I have no idea what graphics card you have. Your RAM technically meets requirements but you'll probably run into issues as Iconography stated earlier. Your processor does not meet spec at all for the minimum requirements of the core game. Looks to me as though you can't play this game unfortunately. You have some upgrading to do.
