seculancer error?

I have recently installed gta iv on a windows 8 machine and it was successful but when I launch the game it gives me seculancher error

 

First off: 

Are you running a legal copy of the game? Are you running it as administrator? Is the Disc in the tray?

yes its a legal copy I bought it from walmart and I followed that guide to the letter

yep I got passed that error now when I launch the game through the launcher it gives me a black screen then before the opening credits I get a windows error saying gta iv not working message
