GTA LCPDFR .95 wont load

I recently installed LCPDfr .95 on a what was previously working version of GTA4. I have looked over almost every article or post about this issue I could for the past few hours. I have uninstalled the game completely (which it will work w/o the mod). When I installed the mod for the first time, I installed the mod, ELS, and simple trainer. The game would not load at all. After looking around on the internet I found alot of discussion about the dsound.dll and xlive.dll. So I erased it all and re-installed the game. Again it worked prior to any mods. Before installing the mod I looked in the root GTA file and it already had the xlive.dll file in it. But I follow the instructions of not messing with any settings on the install and installed FR.95 again. At this point I have dsound.dll and xlive.dll. The game will load up to the main screen with both in the root. When both are in the root it wil NOT show the cartoon in background of the main menu and after clicking start it eventually just shuts down prior to the game starting. So I took the xlive.dll file out as most i could find on the internet said to keep the dsound.dll. After doing that the game will not load at all and gives me a FATAL error. So I placed the xlive.dll file back into the root and took out the dsound.dll. After this the game will load to the main menu and show the cartoon and news feed as usual in the background. Will load till it says the chapter you last saved on then the screen gets brighter and darker black then freezes and it says GTA has stopped working. Below is a copy of the printout from G17 with dsound.dll NOT in the root

I have looked thru the support stickies and have ensured all files in them are located in them are present. Also the most recent install (the one with the above print out) I only installed the FR.95 no other mods. When I installed FR it gave me all green checks. This is a disc installed version not thru steam. Any sort of asstance would be appreciated as I really would like to play this mod.

Also when I have both the dsound and xlive file in the root, G17 states I do not have a ASI loader but when the dsound is removed it gives me all checks and states my asi loader is xlive.
