If you have the Steam version, right click the exe in your Steam library and select "check integrity", or something like that.  It will automatically replace any missing files.  A very cool feature of Steam, I may add.

    Hey dude i tryed that i downloaded a cool police siren with that file horns.ivaud and my game loads then before i can move my player it crashes and says the fatal error message...  I have done that thing with the steam before and it deleted all my stuff my police cars and skins and ect... thats why i was asking if anyone could let me dowload a working horns.ivaud file....

    It might be another problem

    Try to delete HORNS.ivaud then use the steam thing that will supply you an original version.
